Government frequently organizes digital services around its own internal objects: permits, departments, codes, applications and forms. Citizens organize their lives around goals. I want to sell food. I want to open a pop-up. I want to host an event. I want to use this space.

The strongest civic interface translates between those two worlds. The human expresses intent. The system handles institutional complexity.

What comes next

This note will be expanded with interviews, source material, field observations and direct evidence as the work develops. The point is to make the thinking public enough to be challenged — and structured enough to become useful.
